Parkind: disabled parking mapped on OpenStreetMap, Europe

This file is a filtered extract of OpenStreetMap: every feature tagged as a
single disabled parking space (amenity=parking_space + parking_space=disabled)
or a car park stating a disabled capacity (amenity=parking + capacity:disabled,
other than "no" or "0"), from Geofabrik's per-country extracts, with a subset
of tags and one point per feature (a node's position, or the centroid of a
mapped outline).
